Lincoln Avenue Reconstruction Project



Sealed bids for the “Lincoln Avenue Reconstruction Project” will be received by The Redevelopment Authority of the City of Butler, 129 West Cunningham Street, Butler PA 16001 until Noon on Wednesday April 10, 2019 (prevailing time) and publicly opened at that time.


Each bid must be enclosed in a sealed envelope and clearly marked on the outside “Bid for Lincoln Avenue Reconstruction Project”.


The work includes the reconstruction of approximately 335 linear feet of Lincoln Avenue including demolition of the existing 36’ wide bituminous concrete surface and cement concrete pavement below, supply and installation of supplemental coarse aggregate base, superpave binder and wearing course, cement concrete curbs, handicapped ramps and adjacent sidewalks.


Bidding Documents, including Drawings, Project Manual and Bid Forms may be examined at the office of: Olsen Craft Associates, LLC   126 South Main Street   Butler, PA 16001   during normal business hours.


They may be obtained in hard copy and electronically at a nonrefundable cost of $60.00. Documents will be mailed via USPS Priority Mail at an additional cost of $25.00. Only bids from purchased plan holders will be considered.


Each bid shall be accompanied by a Certified Check or Bid Bond in an amount of not less than ten percent (10%) of the bid total made payable to the Redevelopment Authority of the City of Butler.


Attention is called to the fact that the project is funded by the Federal Department of Housing and Urban Development as administered by the Commonwealth of Pennsylvania Department of Community and Economic Development Block Grant Program and the Contractor shall comply with all applicable Federal and State laws, regulations and program guidelines.


CDBG federal construction contracts that are subject to Davis-Bacon and Related Acts must follow the provisions found in HUD 4010 (Federal Labor Standards Provisions), Section 3 Compliance, Equal Employment requirements of Executive Order 11246, contractor must also establish a 5% goal for minority participation and a 3% goal for female participation, in accordance with Executive Order 11625 and 12138, must utilize to the greatest extent feasible minority and/or women-owned business concerns which are located within the municipality, county or the general trade.


The successful bidder will be required to provide a Performance Security, Labor & Material Payment Security, ( each in the amount of 110% of contract prices) as well as an 18 Month Maintenance Bond in the amount of 15% of the final contract price with bond commencing at the time of final payment.


The Redevelopment Authority of the City of Butler reserves the right to waive any defects, errors, omissions, mistakes and informalities to accept any bid or combination of bids that are deemed to be in the best interest of the Authority and to reject any or all proposals.
