NOTICE TO BIDDERS

 

CITY OF BUTLER

BUTLER COUNTY, PENNSYLVANIA

 

Sealed Proposals will be received by the Redevelopment Authority of the City of Butler, Butler County, Pennsylvania for the 2018 Curb Ramp Replacement and Paving Project within the City of Butler, Pennsylvania.  The project will include:

 

Contract #1 - Curb Ramp Replacement - Furnishing all equipment, materials, and labor necessary to remove the existing sidewalk and curbs and construct 19 new curb ramps meeting the most current ADA guidelines.

 

Contract #2- Paving - Approximately 14,920 s.y. of milling at 2” depth +/-, approximately 900 tons of superpave binder course at 1” depth, and approximately 900 tons of superpave wearing course at 1” depth.

 

All proposals must be submitted to the Redevelopment Authority of the City of Butler office located at 129 West Cunningham Street, Butler, PA 16001 before 2:00 P.M., prevailing time, April 23, 2018 and the same will be publicly opened at 2:05 p.m.

 

Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "2018 Curb Ramp Replacement and Paving Project”   

 

Copies of Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engineers, Inc., 201 South Main Street, Suite 200, Butler, PA 16001 where sets of said documents may be obtained upon payment of $50.00 per set payable to “The Gateway Engineers, Inc.”.  A $10.00 fee is applied if specifications are to be mailed. No refunds for purchased documents.

 

  • This will be a Unit Price contract. 
  • Liquidated damages apply to project.
  • Proposals must be submitted upon the forms within the specifications.

 

Performance and Labor and Material Payment Bonds or certified check in the amount of 100% of the contract, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement.

 

Standard contract provisions of the PA Department of Community and Economic Development for Community Development Block Grant (CDBG) programs will apply to this federally assisted project; provisions of this bid notice are not all inclusive.

 

Attention is called to the fact that DAVIS-BACON Wage rates apply to this project; that the Contractor must ensure the employees and applicants for employment are not discriminated against because of race, age, color, religion, sex, national origin, or handicap; that to the greatest extent feasible opportunities for training and employment be given to low income persons in the project area and project area businesses located in or owned in substantial part by project area residents be utilized.

 

In accordance with Executive Orders 11625 and 12139, Contractor must utilize to the greatest extent feasible, opportunities and/or women-owned business concerns which are located within the municipality, county, or the general trade area, Contractor must establish a goal of 5% for minority business enterprises and a 3% goal for female participation.  The bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made.  Documentation of such solicitations and commitments shall be submitted concurrently with the bid.

 

 

NOTICE IS HEREBY GIVEN THAT THIS IS A SECTION 3 PROJECT OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1966 AND MUST TO THE GREATEST EXTENT FEASIBLE, UTILIZE PROJECT AREA BUSINESSES LOCATED IN OR OWNED IN SUBSTANTIAL PART BY PROJECT RESIDENTS.  IF YOU ARE A QUALIFIED SECTION 3 BUSINESS YOU WILL UPON WRITTEN REQUEST TO THE REDEVELOPMENT AUTHORITY OF THE CITY OF BUTLER, BE SUPPLIED A LIST OF ALL POTENTIAL BIDDERS WHO MEET THE AUTHORITY’S PRE-BID QUALIFICATION TEST, IN ORDER TO FACILITATE YOUR ABILITY TO MAKE YOUR SERVICES KNOWN TO THE POTENTIAL BIDDERS.

 

Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Redevelopment Authority of the City of Butler in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract.

 

The Proposals shall remain firm for a period of sixty (60) days.  No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee.

 

The Redevelopment Authority of the City of Butler reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
